Summary#

As the Tiamat missiles close in on Star and Stripe and her men, one of them asks the Hero if she's able to touch them to finish the last stage of their assault on "Tomura". She can only do that if the lasers she's stabbing into "Tomura" with her air construct is released and asks the pilots to maintain their stalling of his Super Regeneration with constant laser fire.

After a well-timed countdown, the missiles are grabbed by the air-made replica of Star and Stripe, followed by the woman quickly using New Order to release the lasers and redirect the flight path of Tiamat. "Tomura" makes use of the opening and leaps out of the ocean, as the pilots heed the Hero's instructions and fire their lasers at the Villain. With a mighty spin and a powerful throw, Star and Stripe's construct strikes "Tomura" with a State-of-the-Art Hypersonic Intercontinental Cruise Punch, crashing its fist into the Villains with the missiles in hand, and setting off a colossal explosion, leaving a sizeable crater in the ocean floor.

While successful, their ultimate plan to obliterate "Tomura" failed, as he rushes out of the crater alive, though severely burned. Just before the moment of impact, "Tomura" used Decay to burrow himself under the sea floor the moment Star and Stripe's disabled one of her two rules to pull off her Ultimate Move. As insurance, he also sent out the Nomu he was flying on as a decoy for the pilots to shoot at before the attack landed.

Star and Stripe's crew scramble to protect her from the incoming "Tomura", which gets disrupted by the Villain using Radio Waves to remotely trigger the defeated Nomu to self-destruct and blow them off course. He then closes in by jumping from jet to jet, and Ethan quickly yells for Star and Stripe to crush his plane with her air construct to kill the Villain with the resulting pressure and explosion. Even if she wanted to sacrifice one of her bros, she knows "Tomura" could easily regenerate from that.

With a solemn smile and a brief flash to her coveted brothers in arms, Star and Stripe accepts the soon-to-be outcome, as "Tomura" leaps forward and grabs her face, beginning the shutdown of the biggest threat to his overarching goal. His original strategy of dealing with it was waiting for his body to be completed, steal One For All, and then steal New Order afterward, eventually overpowering the planet and preventing the strength of both Quirks from rising against him. However, with Star and Stripe making her way to Japan on her own terms, "Tomura" took a huge risk with his incomplete body and it paid off: he took New Order for himself, and took down the No. 1 Hero of the United States in one fell swoop.

"Tomura" laughs in the face of Star and Stripe, as he simultaneously begins stealing New Order with All For One and sets off a spread of Decay on her face. The woman tries to shut down her disintegration with another rule, but it fails, as she has reached the maximum limit in which New Order can boost her physical condition. Due to both Decay and All For One working together at the same time, she also can't make another rule to prevent New Order from being stolen.

As "Tomura" grabs the air and prepares to test out New Order for himself, a vestige of Star and Stripe suddenly appears in the realm of All For One. Seconds later, "Tomura's" body bubbles up and begins to seize as chunks of his flesh violently rupture in the air. Right before "Tomura" got her, Star and Stripe set one last rule: for New Order itself to revolt against Quirks, which made her vestige go berserk inside All For One and start destroying all of the abilities stored inside "Tomura's" body like a virus. With no one around to pass the defiant New Order to, as the pilots have quickly gotten into formation and began firing more lasers at him, all "Tomura" can do is sit there as his body and Quirk are torn to shreds.

Star and Stripe slowly falls as the last of her floats off in the wind and her squadron fights in her stead, with zero regrets for choosing to prioritize one last move against "Tomura" over her self-preservation. She thanks her bros for everything, apologizes to Commander Agpar for causing him so much trouble, and thanks All Might for saving her, and inspiring her to get lost in a dream of becoming a Hero just like him. Her arm and the last bits of her head manage to form a salute, as she has now returned the favor to the former Symbol of Peace who saved her all those years ago.

"Tomura" begins to sprout a pair of Wings, which he stole of the Nomu he was riding on, and flies of the blast and towards the mainland. While persistent, "Tomura" barely manages to shake them, and curses All Might for "once again" thwarting his plans while he frantically searches for someone to bestow New Order before his body completely deteriorates. With the Villain gone and Star and Stripe, Ethan looks down in sorrow at the ashes of his friend descending in the ocean, and says she was always the greatest Hero to him, and a person who has definitely surpassed All Might with her actions.

Back on land, "Tomura" crashes into an abandoned house and finally manages to find someone to transfer the rogue New Order to: Kashiko Kashi, another Jailbreaker. In order to save the ability for later, he plans to steal Kashiko's Quirk, make him Quirkless, and store New Order inside him so it can't destroy his body. However, the vestige of Star and Stripe tells him that it's futile, as New Order will be destroyed in the process as it itself is a Quirk. As it too begins to disappear, she tells "Tomura" that as long as others keep helping each other, someone with the spirit of a Hero will continue to chase and destroy him at all costs.

The All For One "half" doesn't take her threat to heart, as survival is what matters in the end. Listening in, the spirit of Tenko tucked inside of Tomura takes in the heroic vestige's final words, as his eyes widen and he says Izuku's name.

"Tomura" soon disappears, with the Heroes unable to track him down. News of Star and Stripe's death shock the world the following day, and her death causes any progress of foreign aid to Japan to shut down completely so the other countries can protect themselves. Ethan and his crew later meet with All Might in person, and hands him a drive containing all the biological and Quirk-based data the fighter jets gathered from "Tomura" in their fight.

After careful analysis of the data, All Might then meets with Class 1-A to discuss the shift in tides. The results showed that "Tomura" would've gotten to 100% completion by tomorrow, but due to the intervention of Star and Stripe and her crew, the date was pushed back to one week. As the other Pro Heroes continue with the evacuation efforts and the search for the remnants of the Paranormal Liberation Front, All Might encourages his students to train and become as strong as possible for what may come. With the strength on the Heroes' side being compromised and the Villains' now seemingly as strong as ever, the man fears this situation can spiral into an all-out war.

The students while appreciative, reassure All Might they've been keeping up with their training since he ran off with Izuku, and start getting fired up to resume it once more. All Might smiles proudly at his class and how much they've grown since the first day of school and declares that All For One made a huge mistake going up against them.
