New Order was the Quirk used by Star and Stripe,[1] until it was stolen from her by Tomura Shigaraki.[2] It is now possessed by neither, following its self-destruction.[3]
Description#
New Order allowed the user to set a rule onto their surroundings after touching the target and calling out their name, allowing them to manipulate and bestow new properties onto themselves and the world around them. This could range from simple descriptions to more conditional ones based on cause-and-effect.
Star and Stripe could give herself additional abilities, as well as manipulate the condition of her opponent's body.[1] Aside from physical entities such as people, New Order was able to affect incorporeal things such as the air, laser beams,[1] and even other Quirks.[2][3]
Tomura described it as a power that redefined what a Quirk can be.[4] Indeed, Star and Stripe could even impose rules on New Order itself, allowing her to alter the Quirk's very nature and its own effects. Rules set upon New Order were able to remain active, even if the Quirk was removed and ended up with another user.[2][3]
Weaknesses#
In order for New Order to activate, Star and Stripe was required to both touch the target and say its name. However, when targeting a living being with a sense of self, Star's understanding of the target's identity had to align with their own. This is shown when Tomura's heart did not stop when he moved,[1] due to even him questioning his true identity as either Tomura Shigaraki, All For One, or Tenko Shimura. Because of this, inanimate objects were much easier targets to set rules on, as without a sense of self, Star's one-sided understanding of it was enough to enforce the rule.[4]
The effects granted by New Order were not omnipotent, as there were limits to how great they became. There was also a hard limit on how strong Star and Stripe could make herself with her Quirk, and she could not use it to become all-powerful or invincible, nor could she make herself as physically strong as someone like All Might. Her fellow soldiers believe that the problem she has with the Quirk's limit to boosting herself is that she keeps comparing herself with All Might, and that in truth she does have a chance of catching up to him.[5] She could also only impose two rules at any given time, so if she decided to implement a new rule, one of the previous rules had to be disengaged. Furthermore, a rule could not arbitrarily affect another target she had not touched through clever wording (i.e. after she touches the air, making it so that someone who also touches the air will die).[4]
Due to Star setting a rule that New Order would revolt against other Quirks, New Order acted like a virus within the body of Tomura, making him unable to use it as it purged his Quirks while he exploded from the inside out.[2] This eventually resulted in New Order's self-destruction, which left Tomura in a heavily injured state with his Quirk Factors damaged.[3]
Usage#
All For One spoke very highly of Star and Stripe and her New Order Quirk, claiming her to be the League of Villains' biggest obstacle in conquering Japan, to the point where he sought to confront Star and Stripe after stealing One For All and permanently possessing Tomura's modified body. However, due to Star deciding to travel to Japan to assist the Heroes in their battle against the Villains, he was forced to take a massive gamble in fighting her without One For All by sending Tomura after her. He feared the possibility of Star and Stripe and Izuku Midoriya teaming up to defeat Tomura, as the combined might of their Quirks would most certainly defeat him even if his body was at 100% completion. All For One also stated that if he could steal New Order from Star and Stripe, then taking over Japan and accomplishing the rest of the League of Villains' goals would become a formality in all but name.[2]
Details regarding New Order were kept strictly confidential by the U.S. government.[4] As America's No. 1 Pro Hero, Star and Stripe was renowned for her great power, with All For One saying that cheap tricks and petty tactics would have no effect on her.[6] "Tomura" also deemed New Order as a fantastical power, to the point where he questioned if it could even be called a Quirk and displayed a strong desire to try it himself.[1][5][2]
Star and Stripe constantly kept one rule active, which allowed her to grant herself superhuman physical characteristics (i.e., super strength, super speed, super durability, etc.), meaning that her physical aptitude was similar to, but still considerably weaker than All Might's in his prime. In her battle against "Tomura", she used her Quirk to remove all the air 100 meters in front of her around "Tomura", forcing him to hold his breath, as well as to safely catch a laser that was reflected back towards her. In more desperate situations, Star disengaged her constant rule of superhuman physical characteristics, allowing her to use Ultimate Moves with two rules, but subsequently made her more vulnerable and physically weaker.[1]
When "Tomura" succeeded in stealing New Order, Star and Stripe used one last rule in order to stop his Decay from killing her, which only ended up delaying it by reaching the limit of how strong her body can become. She also secretly declared another rule on New Order itself, causing it to revolt against other Quirks, resulting in a Vestige of Star tearing apart Tomura, All For One, and the Vestiges of the stolen Quirks, even destroying several of them, as well as causing Tomura's physical body to rupture.[2][3]
Named Ultimate Moves#
Fist Bump to the Earth: Star and Stripe uses New Order to create an air construct of herself 1000 times her own size. The construct mimics her every move, allowing her to deliver supersized blows to her opponents.[4]
Keraunos: After creating a giant construct of herself, Star and Stripe uses it to gather the lasers of her accompanying X-66 fighter jets to create a giant lance of energy. She then raises her arms and stabs the lance into her opponent, simultaneously piercing and burning them.[4]
State-of-the-Art Hypersonic Intercontinental Cruise Punch: Star and Stripe grabs the Tiamat missiles before using the giant air construct of herself to swing them around and unleash a punch that releases a powerful supermassive explosion.[5]
Trivia#
- New Order's name may be a reference to the Latin phrase Novus ordo seclorum ("New order of the ages"), which is used as a motto on the reverse side of the Great Seal of the United States.
- When using New Order in the manga, Star and Stripe is shown to have striped speech bubbles that resemble the American flag.
- New Order is the first Quirk successfully stolen by Tomura as an All For One user.
- Tomura attempted to steal One For All prior, but failed as his body had not been completed by then.
