The Paranormal Liberation Front was a large, powerful Villain organization formed from the union of the League of Villains and the Meta Liberation Army. It was led by the Grand Commander, Tomura Shigaraki.

They serve as the main antagonists of the Paranormal Liberation War Arc and Final War Arc.

History#

Meta Liberation Army Arc#

The origins of the Paranormal Liberation Front began during the conflict between the largest and most powerful villain organization in Japan, the Meta Liberation Army, led by Re-Destro, and the most infamous and notorious villain group at the time, the League of Villains, led by Tomura Shigaraki. The MLA staged the Revival Celebration in Deika City in an attempt to eliminate the League, believing that the group's actions hindered their desire for true liberation of society.

However, despite being significantly outnumbered, the League managed to hold their ground and fight back, and at the final stage of their battle, Tomura defeated Re-Destro, whose fight resulted in the destruction of a large portion of Deika City. Tomura's power and newly freed soul prove to Re-Destro that he is truly liberated. Re-Destro ordered his army to stand down and surrendered control of the MLA to his opponent. Tomura agrees to merge both organizations to take advantage of the Detnerat CEO's money and resources, which the League severely lacked.[1]

Skeptic edited all the footage of the Deika City incident and released a fake story that elevated the ideals of free Quirk usage. Re-Destro held an underground meeting with his followers and introduced Tomura as the Grand Commander of the newly established Paranormal Liberation Front, stating that Tomura had truly been liberated and it was Destro's will for him to lead them.

The name was meant to cast aside the "Villain" title, and was chosen by Re-Destro and Spinner. Tomura is appointed as the leader, and nine lieutenants are selected to lead regiments tailored to them. These leaders include the top members of the Meta Liberation Army and the elite members of the League of Villains.[2]

Paranormal Liberation War Arc#

With both the League and the MLA merged, the Paranormal Liberation Front has become the most powerful and dangerous Villain organization in Japan, leading the Hero Public Safety Commission to regard them as the highest threat above others. The organization boasts tens of thousands of members, with a number of Pro Hero sympathizers have joined their ranks, including Hawks, the country's No. 2 Hero. Their ultimate goal is the total destruction of the Hero Society that stained them and ridicule their members who were outcasted by society for being something different. To that end, Tomura undergoes an extreme procedure administered by Dr. Kyudai Garaki to gain the ultimate power: All For One, the original Quirk of his master. The procedure would take about four months to completely transfer into his body, as the Quirk will be enhanced with higher capabilities that will rival All Might in his prime with his powerful Quirk; One For All. Once the transfer is complete, the PLF will launch simultaneous attacks on major cities and critical infrastructure across Japan, destroying the society from within, and then, once chaos spreads, the people will come to them in desperate times.

However, what the Villains didn't know was that Hawks was actually a double agent assigned by the Commission to infiltrate the organization, observe it, and report back to the Commission. To obtain information on Tomura's whereabouts, two U.A. Teachers, Eraser Head and Present Mic, confront Kurogiri, a Nomu using the corpse of their deceased classmate and close friend, Oboro Shirakumo, to interrogate and find out about the PLF. Eraser Head succeeded in reawakening Oboro's dormant consciousness, who manages to whisper to them "hospital", before before losing consciousness again.[3]

Hawks shortly afterwards received this piece of information as he began to put together the clues to understand what it meant.[4] He specifically made sure to keep a close eye on Twice, whose recently awakened Double Quirk is perhaps the most dangerous in the entire organization. He developed a good rapport between them, gaining Hawks' trust enough for him to let slip that Tomura's currently "in the mountains in Kyoto". This, along with some extra snooping handled by the Police Force confirm that Tomura's location is the Jaku General Hospital in Jaku City.

Three months after the formation of the PLF, the Police Force and the Heroes execute their preemptive surprise attack plan, mobilizing nearly all of Japan's Pro Heroes and with student interns acting as reserve forces to raid both the hospital and the Gunga Mountain Villa simultaneously, as well as over two thousand other PLF gathering sites across the country.[5]

The PLF were caught off guard by the sheer number of Heroes assembled, and so, the soldiers leave immediately to face them. However, due to the surprise of the assault, the Heroes take the initiative, defeating a large number of them. They also manage to close off the passages to the underground lair, trapping more PLF members.

While all this happens, Hawks isolates Twice in a room to prevent him from interfering. Twice tries to resist and attacks Hawks, but is easily defeated. Dabi then arrives to help Twice, starting a battle between the three. Dabi ends up burning Hawks' wings, but the latter manages to kill Twice. Before dying, he creates a Double of himself that saves Mr. Compress and Himiko Toga from a Hero, before melting into Himiko's arms. Enraged by Twice's death, Dabi tries to burn Hawks to death, but the Hero is saved at the last minute by Tsukuyomi.[6]

Meanwhile at the Jaku Hospital, the Heroes attempt to detain the Doctor are halted after he releases a hoard of Nomus upon the building. Mirko busts into the lab with the intention of preventing Tomura from waking up. Despite being terribly wounded by High-End Nomu, Mirko manages to partially damage the tank holding Tomura. Endeavor, Eraser Head, Present Mic, and a few other Heroes soon arrive to assist her, with Present Mic destroying the tank and knocking out the Doctor before he can revive Tomura. The Nomu are dealt with by more incoming Heroes, the Doctor is carried off by Present Mic, while Tomura's lifeless body is looked over by X-Less, confirming he isn't breathing.[7]

X-Less destroys a machine that was hidden behind the support pillars of the tank, unaware that a broken cable falls into the liquid surrounding Tomura, and restarts his heart. Fully conscious, Tomura realizes what's going on and unleashes a large wave of Decay, causing massive destruction throughout the city, and inflicting heavy casualties on the Heroes and civilians alike.[8]

At the center of the destruction, Tomura approaches the machine damaged by X-Less and grabs a few Quirk-Destroying Bullets. He then picks up a communication device and summons Gigantomachia, telling him to bring everyone to him, before Endeavor comes to face him. During the fight, Tomura realizes that inheriting All For One also gave him the desire to possess One For All. As Tomura chases after the inheritor of One For All, Izuku Midoriya, Gigantomachia brings in the high commanders of the PLF, including Skeptic, laying waste to the Heroes attempting to stop him before unleashing catastrophic devastation to the cities surrounding Jaku City.[9]

Izuku joins the battle alongside several other Heroes to take down Tomura, with his near impervious body strength and Regeneration proving to be the most troublesome. Endeavor is nearly able to take him out with a Prominence Burn, but at the last moment, the vestige of All For One takes control of Tomura's body, allowing him to survive.[10]

By the time Gigantomachia reaches and reclaims Tomura, Dabi emerges from atop him, addressing to Endeavor and Shoto Todoroki, and reveals his identity as Toya Todoroki. His proclamation shocked everyone and to add insult to injury, he announces that he's having the story of Endeavor's abuse and his life being broadcasted live, as well as including pre-edited footage of Hawks killing Twice, and revealing that he also killed Best Jeanist while he was recuperating.[11]

However, Best Jeanist suddenly appears (having faked his death with Hawks), and uses carbon fibers to restrain the Lieutenants of the PLF. Each of the members still resist their capture, with several Near High-End Nomu also appearing to disrupt the battling, forcing the Heroes to split their focus. Gigantomachia eventually falls unconscious, thanks to a sedative that the students of Class 1-A and Class 1-B had managed to insert into him earlier during his rampage.[12]

With Gigantomachia neutralized, Best Jeanist proceeds to tighten his hold on the remaining PLF members hoping to knock them out. Despite being completely restrained by Jeanist's cables, Mr. Compress uses his Quirk to free himself and compress Tomura, Spinner, Skeptic, and Dabi before he is defeated. Spinner is successfully able to wake up Tomura, though All For One's consciousness is in control. He uses Radio Waves to blow the Heroes away, while also calling upon the remaining Near High-Ends for help. The creatures abandon their battle with the Heroes and focus their efforts on rescuing Tomura, Spinner, and the compressed Dabi and Skeptic. Best Jeanist and the trainees desperately try to stop them all, but they fail.

As Tomura and his allies escape the battlefield, the remaining Pro Heroes who survived in the front-line, as well as the Heroes who had finished evacuating civilians, joined together to try and halt Tomura's escape. However, they were only able to take down three Nomu, whereas Tomura and the rest escaped.

Despite escaping from the Heroes; however, the rest of the organization was now in shambles with Gigantomachia and Mr. Compress detained, while back at the Villa, Re-Destro, Geten, and Trumpet were defeated and arrested. Alongside them, a collective total of 16,929 Liberation soldiers were captured, but Gigantomachia's rampage allowed 132 to go missing. The other branches were overpowered and their supporters, such as the hero Slidin' Go were apprehended. Himiko is also still at large, having escaped at some point during Gigantomachia's rampage.

Nevertheless, their goal have been achieved: the Hero Society was shattered, dozens of Heroes died during the conflict while many others suffered various injuries, and Gigantomachia destroyed several cities during his rampage, further driving up the casualty count. Because of all of these disasters, many Heroes started to resigning, closing up their agencies, and retiring after suffering massive criticisms from the public over their failures. The Commission itself was not spared from being attacked either, as "Rikiya Yotsubashi" they had invited to its headquarters was actually a Double created by Twice, who seized the opportunity to launch a surprise assault on the building, killing and injuring several members, including the Commission President, before dissolving away.[13]

Furthermore, before anyone could prepare, "Tomura" assaulted the Tartarus prison with the Near High-End Nomu, retrieving All For One's original body and freeing some of the most dangerous criminals of Japan. Then, in order to make it harder for the authorities to track him, All For One sent his Near High-End Nomus, as well as some of the escaped prisoners, to attack other prisons, releasing even more villains and criminals so they can wreak havoc.[14]

Final War Arc#

In the aftermath of the Paranormal Liberation War, the PLF have been slowly regaining their strength and numbers with additional prisoners who escaped from other maximum security prisons and, though the fight against Star and Stripe results in the loss of one of the remaining Near High-End Nomu,[15] the remnants of the Paranormal Liberation Front recruit a large army of 15,000 Heteromorph Villains and civilians motivated to join by racial discrimination they've faced.[16] With the organization returning back to power, All For One initiates the final endgame of his plans to steal One For All.

He had his double agent at U.A., Yuga Aoyama, choose the exact location of where he can lure Izuku into the open and then overwhelm him with sheer numbers to prevent Izuku from fighting back. Once Izuku is confirmed to be alone, All For One uses his Warping Quirk to summon an army of villains, including the Paranormal Liberation Front, the Jailbreakers, Near-High End Nomus, and former League of Villains to the location and claim his prize.[17]

However, the villains were caught off guard once again by the Heroes when Neito Monoma copied Kurogiri's Warp Gate, and opens many portals to summon an army of Heroes for an all-or-nothing battle of the Final War.[18]

Thinking the Heroes are desperate to go for an all-out brawl, the villains' overconfidence became their setback when the Heroes spring up their "Troy" defense system, trapping a majority of Villains in big cages before Neito opens more Warp Gates, allowing the Heroes to shove them all inside and separate them across the country. Despite being separated, Spinner leads the heteromorph army to Central Hospital to reclaim Kurogiri, outnumbering the police and Heroes guarding the Hospital. However, once Mezo Shoji pacified the civilians, the remnants of the heteromorph PLF members have lose all their numbers and are defeated.[19]

The Jailbreakers, PLF members, and the Nomu are eventually all defeated by the Heroes; however, each of the major lieutenants prove to be trouble. Dabi nearly executes a massive nuclear explosion to incinerate Gunga, but is stopped by Shoto and the rest of his Family.[20] Himiko transforms into Twice and unleashes a Sad Man's Parade that completely overwhelms the Heroes, but is eventually pacified by Ochaco Uraraka; Himiko proceeds to sacrifice herself to save her life.[21] Skeptic is counter-hacked by La Brava and he is captured by the Heroes.[22]

With the losses mounting, the only villains that were actively fighting were All For One and Tomura Shigaraki.[23] All For One was initially defeated by Endeavor, forcing himself to use a Reverse-Engineered Quirk-Destroying Drug to Rewind his body to his prime state. Thanks to an onslaught of Heroes, including an Armored All Might and Katsuki Bakugo, All For One finally rewinds out of existence.[24]

Izuku and Tomura's devastating battle results in Izuku forcibly transferring One For All into Tomura, seemingly neutralizing him, only for All For One to regain control and proceed on a rampage. One final assault by the remaining Heroes soon results in the true defeat of All For One, as Tomura's body shatters and disintegrates into ashes.[25] With the deaths of Tomura Shigaraki and All For One, the organization imploded from a leaderless command structure and heavy losses on their side, effectively disbanding the entire organization.[26]

Strength#

The Paranormal Liberation Front was formed by the union of the two most powerful villain groups in the series; making it a monstrous threat capable of immeasurable devastation.

The Paranormal Liberation Front's forces consist of all six prominent members of the League of Villains that ultimately prevailed in the Revival Party and members of the Meta Liberation Army who survived the battle in Deika City. Working alongside them are the former leaders of the Liberation Army, who each have exceptional abilities and influence. Also the fact that three members of the upper echelon are either the successors or descendants of the three most powerful and infamous villains in history, which makes them quite powerful and influential.

Under the command of the villains are all the remnants of the Liberation Army, thousands of citizens who are dedicated to Destro's will. The former bodyguard of All For One, the hidden underworld leader, Gigantomachia has also chosen to follow his master's successor Tomura, adding an incredibly strong behemoth that wiped out a large portion of the city to their ranks. In addition, there are several Pro Heroes in their ranks, and they also have the support of Doctor Kyudai Garaki behind the scenes.

Hawks, the No. 2 Hero, genuinely fears that Tomura's new comrades and resources combined with the ferocity of several more High-End Nomu and believes they could contend with all of Hero Society and even possibly possess more power than all the heroes throughout the globe.[2] The No. 1 Hero Endeavor also shows shock at their numbers and resolved to train his interns to have a chance at combating them. The organization suffered a massive blow with the death of Twice.[27]

In the aftermath of the Paranormal Liberation War, the organization suffered another blow to their strength and numbers with 16,929 soldiers arrested, including Mr. Compress, Gigantomachia, Trumpet, Re-Destro, Geten, and Slidin' Go, but approximately 132 soldiers, including Tomura, Dabi, Himiko Toga, Spinner, and Skeptic escaped and were still at large. The bases that are scattered around the country have been raided as well and only 10 of the Near High-End Nomu remained, with three of them being brought down and the other 7 escaping.[13]

Despite the loss of the lieutenants and the devastation in their numbers, the organization was active and alive with remnants of the operatives scattered across the country after the war ended. Skeptic began contacting any operatives that have eluded capture from the authorities to rally what remains of the numbers and recruit new foot soldiers to get ready for another offensive. After All For One escaped from Tartarus, he became the de facto leader of the organization through his control of Tomura and recruited a majority of the prison's inmates to his cause.

After escaping from Tartarus, All For One orchestrated attacks on other six high-security prisons across Japan. All of those prisons (exception for Mizuku Prison, thanks to Gentle's actions) suffered a mass breakout, allowing escapees to run rampant in the streets and keep Heroes and authorities occupied while the PLF regrouped and Tomura's new body fully adapted. All For One also recruited several escapees as personal assassins tasked with capturing and weakening Deku, the greatest threat to his goals, and then seize One For All. With so many villains roaming free, compounded by the public's loss of faith in Heroes following the war and the retirement of many Pro Heroes due to harsh public criticism over their failures, the Paranormal Liberation Front was able to bring Japan to its knees and transform the country into a land of anarchy and lawlessness. All For One also contacted multiple of his overseas associates to interfere with and hinder aid from international heroes. Although Detnerat ceased operations following Re-Destro's arrest, the company's data had been transferred to Skeptic, allowing members of the Paranormal Liberation Front to still manufacture equipment and support items from abandoned workshops around Japan.[28]

After Tomura successfully in killing Star and Stripe, America's No. 1 Hero, the Paranormal Liberation Front became a global threat with Tomura being recognized as the most powerful and dangerous villain in the world. Shortly thereafter, countries that had initially intended to send aid to Japan withdrew or cancelled their plans. Fearing the worst possible outcome, some countries such as the United States even planned to appeal to Tomura in order to be spared from his wrath. However, Star and Stripe's sacrifice was not in vain. In her final moments, she managed to sabotage her New Order Quirk that Tomura stole, causing it to rebel against his other Quirks and leaving Tomura in a weakened state, pushing his body's completion back by one week, giving Japan's Heroes extra time to prepare for the final battle.

During the Final War, the Paranormal Liberation Front unveiled multiple deadly tactics that nearly spelled doom for the Heroes and all of Japan. Following his fight with Endeavor, All For One used a modified Rewind Drug to restore his body back to its prime condition, and while it would eventually kill him by rewinding his body out of existence, he had the power to decimate many Heroes who fought against him. Dabi was revealed to have been internalizing the heat from his Blueflame Quirk and would use this heat to self-destruct, taking out everything within a 5 kilometer radius.

Even worse, thanks to Skeptic hacking U.A.'s system, evacuation shelters carrying innocent civilians were stuck in the blast radius. Finally, Himiko Toga utilized a sample of Twice's blood given to her by Dabi, allowing the female villain to use his Double Quirk, and Himiko would go on to create an ocean of clones all with the intention of slaughtering every hero in her path. However, thanks to the tremendous efforts of All Might and Katsuki Bakugo, the rest of the Todoroki Family, and Ochaco Uraraka respectively, the villains were stopped from completely destroying Japan and killing countless innocent lives.

Tomura himself also remained the biggest threat, to the point where the U.A. Flying Fortress was employed to create a "Coffin in the sky" with an electrified barrier to combat Tomura's Quirks and destructive capabilities. Even then however, Tomura managed to lay waste to most of the Heroes who fought him until Deku finally arrived to face his archenemy.

Regiments#

The Paranormal Liberation Front is divided into several regiments; each regiment specializing in a different field of warfare and named after a different color. In addition, the Lieutenants of each regiment have three personal Advisers; whom are considered the most capable members of each Regiment next to the Lieutenants themselves.

The Advisers are in charge of various bases throughout the country of Japan and according to Hawks are stronger than the average Pro Hero.[29] The known regiments are:

  • The name of the organization is likely a reference to Max Eisenhardt (Earth-616)'s villainous organization; the Mutant Liberation Front.
  • The color codes of the regiments are colors associated with their commanders that were originally from the League of Villains:
