Summary#

During a dark, stormy night, a group of men with weapons and black market support items are chasing down a giant heteromorph woman under paranoia that she's a Villain trying to deceive and attack them. They corner her into a wall and begin assaulting her, before Deku appears and separates the two.

He then tells the group to calm down and explains to them that this woman isn't being hostile, and promises he'll take care of her situation. The group run off, but not before chastising the woman for "confusing" them. Deku then picks up the umbrella the woman dropped and shields her face from the rain as he asks her why she's running around so late at night.

The woman explains that after the fallout of the Paranormal Liberation War, she decided to stay home while everyone else evacuated under the hopes that things will soon calm down. After her town began growing less safe, she got scared and decided to run out and search for any nearby shelters. Deku understands her fears and tells her that he plans to make things go back to way they were before. All Might then suddenly arrives to the two in his armored car. Deku asks All Might to escort her to a shelter and begins to head off into the night, though not before his mentor hands him some pork cutlets for him to eat and keep his strength up.

Deku is later seen watching the city from a tower, as Daigoro looks on through the vestige realm of One For All and likens it to the period when Quirks started popping up and bred mass chaos everywhere. Deku then proclaims that he still needs to draw out the full power of his Quirk as soon as possible, as he and his team still have no leads on All For One or Tomura's whereabouts, and the police and other Heroes have their hands full on dealing with that and the jailbreakers.

Back during Izuku's previous dream in the vestige realm, when Daigoro, Hikage, En, and Nana began helping the boy try and get used to their Quirks, the first user, Yoichi addresses the Second and Third Users of One For All, asking them to cooperate and help Izuku master their shared Quirk. Both users held apprehensions towards putting all their faith on Izuku to finish their fight, as the two both lived during the time when All For One could easily control anyone he pleased, and they as well as the countless others they rallied in resistance of him perished.

Yoichi understands their concerns on the idea being crazy, but then asks them why the two decided to save him and eventually begin the cultivation of the newly formed One For All, and why they decided to appear in the vestige realm in the first place if they had zero faith in Izuku to put an end to All For One's wrath. The Second User then asks Yoichi if he really believes the boy can put and end to this, and he says yes, as One For All is designed to never yield to his older brother. The remaining users then step forward and cooperate with the other vestiges, and from then on gave their full support to Deku in helping him master his Quirk.

Meanwhile, Endeavor, Hawks, and Best Jeanist, apprehend more jailbreakers, but aren't coming up with any solid leads on All For One or Tomura's whereabouts. As they drive after being harassed by more civilians, criticizing Endeavor because of Dabi, the group discuss increasing their distance from Deku and All Might's group, as they don't want the public to catch on that they're a team and start victimizing the boy they're already using as bait to lure out the Villains.

Hawks notices how most of the Villains they've encountered so far appear to be laying low, and believes they're under some type of order sent by the League of Villains to drum up uncertainty so All For One can use it to steal One For All. Deku himself is prioritizing Tomura's location, as All For One now has access to his body and might use it to steal his Quirk.

The threat of that grows worse by the passing moment, as Tomura's body could soon be fully completed per Dr. Garaki's original plans, and the hatred All For One groomed for Tomura to steal One For All might be enough to pull off his plan. With all the Villains seemingly in hiding for now, Best Jeanist suggests expanding their search area, but not before Hawks brings up that the prospect might be complicated due to waning public support of Heroes.

Later, Deku stops at the edge of the building to try and make contact with a driving All Might through his phone. Suddenly, the device is struck by an odd-looking bullet and knocks out the GPS the other Heroes are using to track Deku. All Might begins to head to the place where the signal was lost, but then his car is hit by a sudden explosive.

An older woman's voice then calls out to Deku from a microphone stuffed inside the round and proclaims that she'll be taking him with her as she curls and shapes another one of those bullets from her hair and places it into her arm, which has transformed and taken the shape of sniper rifle. Deku picks up the targeted language of the woman who addressed him, a hired gun stationed on top of a high building, and realizes that he finally found a solid lead: a jailbreaker with direct ties to All For One.

Deku then remembers a talk he had with Hawks the night before he left the hospital. He tells the boy that the Villains will most likely try to capture him alive to steal One For All, and that he can only think of one potential jailbreaker who could actually succeed in doing that: Lady Nagant, a former Hero Public Safety Commission Hero who was imprisoned in Tartarus. Deku takes another token of advice Hawks said to him back then and immediately trees to flee from her as he dodges the second bullet she made and fired at him.

Deku dodges two more bullets that Nagant somehow fired at curved angles from a much greater distance, with the last one breaking the Mid-Gauntlet on his left arm. He then remembers a quote from an interview with Snipe about the Villain being the best long-range shooter in Japan, thanks to her Quirk: Rifle, which grants her a superior firing range of three kilometers, and allows her hair to be molded into bullets that can be fired at precise angles and be shaped into different types.

Referencing the angles and the distance of the first and latest shot she fired, Deku is able to pinpoint her distance from him to be about one kilometer. He then decides to try and dive closer into her range instead of evading it, and Lady Nagant then grabs and hides another person that came along with her before reengaging with Deku: Kai Chisaki, who was sitting by a building and mindlessly droning about how he wants to see his Boss again.

During the Tartarus breakout, Lady Nagant was dragging Kai along with her, with the possibility that she might need him for something, before being approached with the offer to capture Deku by All For One. Lady Nagant asked why he's coming to her specifically since he told the other Villains to run wild, and the man says she's different from the others, and tells her that the eventual destruction of hero society won't come true if that boy is around. Lady Nagant agreed to his offer, and as a bonus he gives her Air Walk in order to help her take down Deku and see her job through.
