Toya Todoroki#
Although he mostly takes after his mother, Rei, in terms of his physical constitution, that doesn't mean that he has zero resistance to fire.
[RESISTANCE METER]
Imagine it like this.
Toya needs about this much to make proper use of his Quirk.

Frozen
Blown around by hot air
Told to stare straight into the camera
Flashfire Fist: Phosphor
Enables him to stabilize his body temperature even when blasting past his limits for maximum output. It's a massive drain on his stamina, however.
